Creating a new User Account.
You can only create User Accounts if you are a Data Manager.
The new User must exist as a normal contact first.
Search for that contact, click on their name to see the full details. Scroll to the bottom of the screen and click the button 'Convert to Employee User Account'. You will get a pop-up warning message - "this action cannot be reversed".
The new User's password will be "password", so the new user should login, and immediately change their password.
